It is written in the present tense and describes a society that has adopted liberal principles, processes, and institutions. It does not provide examples, evidence, or citations, which are available from other sources. 

The Manifesto of Liberal Democracy welcomes all kinds of help, including translation, sharing on social media, academic analysis of the Manifesto and academic discussion of how the Manifesto can be applied, and especially, advocating and promoting liberal democracy in the government where you live.
